Description and public interest statement
This project will bring together data originating from Australian Capital Territory, supplied by the data provider to the Australian Institute of Health and Welfare (AIHW) under a provisioning agreement, with a subset of the National Linkage Map (NL Map) supplied by the Australian Bureau of Statistics (ABS). The final output of this project, the Australian Capital Territory Disability Services NMDS Module, will be created by the accredited users (ABS and AIHW) for the purposes of the NDDA. The ABS is performing data services as an ADSP to create ADSP-enhanced data, which the accredited users will access to create the final output. ABS, as an accredited user party to this agreement, will be the appointed data custodian of the final output, in order to share the data in subsequent data sharing projects as the NDDA Guardian.
The NDDA will bring together de-identified data from Australian state and territory government agencies for research and analysis. It will provide deeper, data driven insights about the needs and outcomes of people with disability than available previously. This information will help improve programs and services for people with disability.
The ABS and AIHW are partnering to design, develop and deliver the technical aspects of the asset. The NDDA project is being led by the Australian Government Department of Social Services and is overseen by the Disability Reform Ministerial Council.
Public Interest statement
This data sharing project enables the delivery of the NDDA, which is in the public interest. The NDDA will help people with disability, family members and carers; organisations that service people with disability; researchers; and governments:
• access better information;
• use, design and deliver better support, services and information; and
• collaborate to improve outcomes for people with disability.

Description of shared data
Australian Capital Territory Disability Services National Minimum Data Set data
These data:
• are a legacy collection developed in collaboration with states and territories, which will form a one-time contribution to the NDDA and contains extensive information about historical use of disability support services in Australia;
• are person-centred versions of the source data supplied by Australian Capital Territory Community Services Directorate; and
• will include an NDDA Synthetic Row ID and have a temporal coverage from 1 July 2002 to 30 June 2019 (where available).

Subset of National Linkage Map (Disability Services NMDS)
The NL Map describes how the National Linkage Spine (NLS) and all the datasets and assets linked to it are connected. The results from linking data to the NLS will produce the NL Map. The NL Map is a concordance of de-identified person IDs that provides pointers to records of an individual across different datasets.
